Major Global Regulatory Frameworks

European Union & United Kingdom

EU Cosmetics Regulation (EC) No. 1223/2009 establishes cosmetic safety and labeling requirements, including fragrance allergen disclosure, Product Information Files (PIFs) and Cosmetic Product Safety Reports (CPSRs).

EU REACH and CLP govern chemical registrations, restrictions and hazardous chemical classification requirements.

The UK broadly follows similar cosmetic and chemical regulatory principles and commonly uses ISO 22716 GMP standards.

United States

MoCRA (Modernization of Cosmetics Regulation Act of 2022) requires manufacturers and distributors to maintain records, provide adequate substantiation of safety and submit required facility and product information.

IFRA & RIFM Standards

IFRA Standards are widely treated as the global fragrance industry safety benchmark. IFRA establishes usage limits by product category using scientific evaluations influenced by RIFM research.

Many retailers, suppliers and manufacturing partners require IFRA compliance even when local regulations do not specifically mandate it.
