Use these questions to confirm whether a compounding or manufacturing partner is a good fit for indie fragrance work.
Use this step-by-step workflow to move from formula development into prototype planning, supplier sourcing, label direction and manufacturing preparation.
Step 1: Finalize the working formula. Confirm the fragrance concentrate, dilution level, carrier, color, target strength and intended product size.
Step 2: Create a prototype brief. Document the scent concept, target customer, product format, bottle size, cap style, packaging direction, price positioning and desired production quantity.
Step 3: Build a supplier list. Collect bottle suppliers, cap suppliers, sprayers, label printers, carton suppliers, filling partners and compounding services that fit your budget and minimum order needs.
Step 4: Request samples and quotes. Ask each supplier for samples, MOQs, lead times, customization options, setup fees, shipping costs and payment terms.
Step 5: Confirm label direction. Draft the front label, ingredient list, volume, warnings, company information, batch code placement and any market-specific labeling requirements.
Step 6: Prepare compliance files. Gather IFRA documentation, allergen information, COAs, SDS files, formula records and any safety documentation needed for your target market.
Step 7: Build the manufacturing plan. Decide who will compound, fill, label, package, inspect, store and ship the product. Confirm responsibilities before placing production orders.
Step 8: Approve the final prototype. Review scent, bottle, sprayer performance, label fit, box fit, leakage risk, visual presentation and customer unboxing experience.
Step 9: Place pilot production. Start with the smallest practical batch to test quality, fulfillment, customer feedback and operational issues before scaling.
Step 10: Document everything. Keep supplier contacts, quotes, batch notes, formula versions, invoices, test results and approved artwork in one organized launch folder.
Perfume manufacturing is regulated worldwide through cosmetics safety laws, chemical regulations, allergen disclosure requirements and industry safety standards.
Core Compliance Checklist: Ensure products are safe for intended use, properly labeled, manufactured under GMP standards such as ISO 22716, supported by safety documentation and compliant with restricted substance requirements.
Major Frameworks: EU Cosmetics Regulation (EC) No. 1223/2009, EU REACH/CLP, UK cosmetics regulations and the U.S. Modernization of Cosmetics Regulation Act (MoCRA) establish important safety, documentation and labeling obligations.
IFRA Compliance: Although not law in many countries, IFRA standards are widely treated as the global industry benchmark and are often required by retailers, suppliers and manufacturing partners.
Fragrance Allergens: Many markets require disclosure of named fragrance allergens when concentration thresholds are exceeded. Compliance depends on both raw material composition and finished formula calculations.
Manufacturing Systems: Implement GMP procedures, batch records, supplier controls, raw material COAs, traceability systems and market-specific safety files for every product.
Recommended Workflow: Identify target markets, classify each product correctly, verify restricted ingredients, perform IFRA usage checks, calculate allergen disclosures and maintain complete safety documentation for every SKU.
Keep each supplier and manufacturer aligned with your concept, formula and luxury positioning.
